This Decision stipulates a categorized list of investment projects (activities) that require preliminary environmental study or detailed environmental impact assessment, specifying size thresholds by sectors such as energy, fuel, minerals, agriculture and forestry, processing industry, and infrastructure, and provides for handling of projects not listed and implementation methods, replacing the old Decision No. 8056 of 2013.

Article 1
Purpose. This Decision stipulates the list of groups of investment projects or activities that require a preliminary environmental study or a detailed environmental impact assessment, and the formulation of an environmental management and monitoring plan, in accordance with the Law on Environmental Protection, the Decree on Environmental Impact Assessment, and other relevant laws.
