Article 1
Purpose. This Decision stipulates principles, regulations, and measures related to the management, supervision, and inspection of the use of the government document sharing, storage, and usage system, in order to make it convenient, rapid, and up-to-date, ensuring the security and confidentiality of official work, aiming to promote the effective and efficient application of this system in government administrative management.
Article 2
Government Document Shared Storage and Use System. The Government Document Shared Storage and Use System (O-Storage/O-Share) is a centralized file storage system that allows for the collaborative creation, storage, sharing, and editing of files simultaneously. It can be accessed via smartphones, tablets, computers, and other compatible devices, thereby assisting Party and state government organizations or public officials-state employees in having a modern, centralized, sustainable, and security-compliant document storage center, and enabling access to files through high-security internet or intranet (local area network).
Article 3
Definition of Terms. The terms used in this Decision shall have the following meanings:
1. Network Connection: means the connection between the various telecommunications networks of the service provider, enabling communication between service users;
2. Security: means the security of the system, encompassing hardware equipment, software, and computer network systems;
3. Service User (User): means a system user who, as a member of a Party and state organ organization, has obtained the right to use—a public servant or state functionary;
4. Internet: means the interconnection of global computer network systems via telecommunications networks for the transmission, reception, and exchange of information;
5. Intranet (Local Area Network): means the internal network system connected via telecommunications networks between ministries, commissions, organs at the same level as ministries, or bureaus and units at the same level, for the transmission, reception, and exchange of information;
6. Cloud System: means a system that provides services through computer systems, including database servers, web servers, mail servers, file servers, etc.;
7. Network Attack Protection System (Firewall): means a system that monitors and inspects the network system to prevent attacks or prevent the theft of data within the network system, serving the relevant organs and organizations;
8. Monitoring System: means a program system used to monitor the usage of networks and cloud systems;
9. Web Browser: means a computer program used by users to view or access data, capable of interacting with information stored on web pages written in a specific language (such as Hypertext Markup Language HTML), which are stored on web hosting services or servers.
