Article 1
Purpose. This Decision aims to stipulate principles, rules, and measures for the management of telecommunications and ICT equipment produced, imported, exported, used, and sold within the Lao People's Democratic Republic, in order to achieve the highest efficiency and effectiveness in such management, ensure quality and compliance with standards, safeguard national security, safety, and social order, protect the legitimate rights and interests of users of telecommunications and ICT equipment, and contribute to the national socio-economic development.
Article 2
Management of Telecommunications and ICT Equipment. The management of telecommunications and ICT equipment refers to the inspection, certification, declaration of conformity, and affixing of technical standard marks on equipment to confirm that it complies with the technical standards stipulated by the Ministry of Technology and Communications before it is produced, imported, exported, used, and sold within the Lao People's Democratic Republic.
Article 3
Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Technical regulation refers to provisions on specific technical characteristics of equipment or communication systems, or their working conditions, methods, or procedures, which are official documents of an organization, country, or group of countries and have mandatory effect within that scope; 2. Telecommunications and ICT equipment (hereinafter referred to as "equipment") refers to equipment or hardware connected to communication systems, whether or not using radio communication frequencies, such as terrestrial communication equipment, satellite communication equipment, telephone exchange center systems, transmission line systems, radio communication frequency network systems, radio communication frequency transceiver base stations (BTS), antennas, telephones, tablets, television signal receiving equipment, Very Small Aperture Terminal (VSAT) communication equipment, components or materials for accessing telecommunications networks, and equipment included in treaties to which the Lao People's Democratic Republic is a party, such as MRA treaties; 3. ICT (Information and Communication Technology) refers to communication technologies used to create information, perform calculations, sort, store, and exchange information via electronic systems, such as computers, telephones, communication equipment, broadcasting equipment, televisions, networks, and other electronic devices, as well as related services; 4. MRA Treaty (Mutual Recognition Agreement) refers to treaties concluded between countries for the mutual recognition of procedures, methods, and results of conformity assessment of technical regulations for telecommunications and ICT equipment, such as the 2002 MRA Treaty of the Association of Southeast Asian Nations (ASEAN) and the 1998 MRA Treaty of the Asia-Pacific Economic Cooperation (APEC); 5. Protocol refers to rules for communication between devices in a network, considered the language of device communication, enabling devices of different brands or models to communicate and connect with each other; there are various protocols, such as TCP/IP, HTTP, SMTP, etc.; 6. International Radio Communication Frequency Regulations refer to the rules for the use of radio communication frequencies established by the International Telecommunication Union (ITU); 7. International Telecommunication Union (ITU) refers to the international organization responsible for the management and development of international treaties concerning telecommunications and ICT technical regulations.
