Pursuant to: Articles 109 and 110 of the Land Law, No. 70/NA, promulgated on June 21, 2019; Pursuant to: Decree of the President of the State on Fees and Service Charges, No. 002/President's Decree, promulgated on June 17, 2021; Pursuant to: Request Letter of the Land Department, No. 0030/MONRE.LD, dated January 4, 2023. The Minister issues the following Guidance:

Article 2

Purpose. This guidance stipulates the system, methods, and procedures for land price valuation, aiming to unify them nationwide for the calculation of fees for registration and changes in land use rights, land income tax, implementation of national land use rights transfer policies, compensation for losses in the recovery and transfer of land use rights, sale of land use rights pursuant to court judgments, purchase and exchange of land use rights, contribution of land as capital and/or use as collateral, and the purchase of land use rights under state time-limited allocation. It aims to facilitate the development of the real estate market, including the land market, in accordance with market economy mechanisms, ensure openness, fairness, and inspectability, and enable all sectors of society to access information on land prices, thereby promoting fiscal revenue growth and national economic and social development.

Land Price Appraisal. Land price appraisal refers to the determination of land prices in various localities and periods based on special factors such as geographical location, infrastructure, and socio-economic development levels.
