Article 1
Purpose. This Decision stipulates principles, regulations, and measures regarding the management of design, construction, and renovation in the education and sports sector, serving as the basis for the unified organization and implementation of such work. It aims to ensure that survey and design, construction and renovation, as well as the tracking and supervision of various construction projects, meet objectives, achieve quality, comply with established technical standards, ensure safety, protect the environment and the architectural characteristics of Lao culture, and contribute to the development of education, scientific research, and sports-physical work.
Article 2
Design, Construction, and Renovation Management. Design, construction, and renovation management refers to the organizational implementation process of studying, reviewing, and approving permits for various types of technical drawings, construction and renovation estimates, determination of conditions and technical standards, use of construction materials, construction contracts, monitoring and evaluation of construction and renovation, so that they correctly comply with permits in accordance with the hierarchical management of the education and sports sectors.
Article 3
Interpretation of terms. The terms used in this Decision have the following meanings: 1. Construction business operations refer to the determination of construction investment projects, carrying out construction and repair work, from feasibility studies, surveys, design, construction, repair, control, tracking, and monitoring until the completion of the construction project; 2. Construction investment project refers to activities carried out to organize the implementation of various types of construction, with a specific scope, objectives, and conditions, defined responsibilities, labor or contracting companies, a budget, an implementation plan, and a defined start and end time for the project; 3. Survey refers to the collection of data, land measurement, topographic measurement, drilling, and geotechnical investigation as reference materials for design, construction, and repair; 4. Design refers to the creation of detailed blueprints meeting technical standards based on the analysis of survey data, including the production of architectural plans, engineering plans, complete technical drawings, and enlarged drawings of areas requiring clarity, determining technical parameters, estimates, and construction timelines; 5. Construction refers to the use of various building materials to create a building on vacant land or on a plot where existing buildings have been demolished; 6. Repair refers to the improvement, renovation, and restoration of damaged or deteriorated parts of a construction project to make them usable; 7. Construction control refers to the regular technical tracking and monitoring by architects or engineers during the construction process, aimed at ensuring the quality of the construction project, correct compliance with the design, technical standards, timelines, and budget for each task, strict implementation, while tracking and monitoring safety and environmental protection; 8. Architectural plan refers to a drawing showing the form, shape, dimensions, proportions, materials, structural levels, area, and use of each part of the construction project; 9. Engineering plan refers to a drawing showing the dimensions, quantities, and volumes of the technical components of the construction project, accompanied by necessary enlarged drawings.
