Article 1 Purpose
This Law on Water Supply stipulates the organization, operation, promotion, management, and inspection activities of the water supply sector, as well as the principles, regulations, and measures for water supply operations, in order to promote the production and supply of tap water, enabling users in urban and rural areas to have widespread, universal, and adequate access to tap water, ensuring drinking water hygiene and safety, improving the living standards of the multi-ethnic people of Laos, and contributing to the country’s economic and social development.

Tap water refers to water taken from surface water, groundwater, springs, and other sources, processed through techniques and various technologies to produce clean, safe, standard-compliant water that does not contain toxins, pathogens, or chemical substances exceeding permissible limits, for use by consumers for various purposes.
