Article 1

Purpose. This Decision stipulates principles, regulations, and measures regarding the management, use, tracking, and supervision of assets in the education and sports sectors, in order to ensure that such work is implemented efficiently, beneficially, and uniformly nationwide. It aims to establish a system for asset management based on hierarchical management, ensuring compliance with relevant laws and regulations, enabling participation in national economic and social development, and saving the state budget.

Article 2

Asset Management in the Education and Sports Sector. Asset management in the education and sports sector refers to the implementation of policies, laws, and regulations concerning the management, use, tracking, and supervision of state assets in the education and sports sector, ensuring correctness, alignment with objectives and targets, and focus, covering movable and immovable property acquired through the use of the state budget, grant aid funds, loans, and other channels.

Article 3

Principles of asset management. The management of assets in the education and sports sectors must adhere to the following principles: 1. Compliance with the Party's policies, national strategies, laws, and regulations; 2. Ensuring unity, centralization, and accountability at each management level; 3. Conformity with objectives, equality, openness, transparency, fairness, and auditability; 4. Ensuring maintenance and repair to keep assets in good condition for long-term sustainable use; 5. Ensuring compensation for damaged or lost assets in accordance with laws and regulations; 6. Ensuring asset valuation based on market mechanisms in transactions such as sale, lease, concession, joint venture, or exchange, unless otherwise provided by law; 7.
