Article 1
Purpose. This Decree stipulates principles, regulations, and measures regarding the management and monitoring of overseas study scholarships and trainees, in order to ensure that this work is implemented efficiently and beneficially, and is unified nationwide, aiming to systematize the management of overseas study scholarships and trainees through a single window, in compliance with relevant laws and regulations, capable of aligning with regional and international standards, and contributing to national economic and social development.
Article 2
Overseas Study Scholarships and Scholars. Overseas study scholarships refer to funds provided to support scholars in their learning, study, research, training, and living expenses. Scholars refer to Lao citizens who are students, university students, and researchers at the secondary level or above, who are studying, learning, researching, or training abroad, as well as foreign citizens who are studying, learning, researching, or training in the Lao People's Democratic Republic.
Article 3
State Policy on Overseas Study Scholarships and Trainees. The State values and supports the development and growth of the work on overseas study scholarships and trainees, implements policies in accordance with legal provisions, and creates conditions for Lao citizen trainees to go abroad for study, education, research, and training, and for foreign citizens to study, receive education, conduct research, and undergo training in the Lao People's Democratic Republic. The State pays attention to, supervises, and supports the work on overseas study scholarships and trainees, allocating personnel, providing budget, infrastructure, equipment, technology, and science to ensure this work is of quality, can develop, and meets the needs of national socio-economic development in each period. The State encourages and promotes investment, donations, and participation in the development of the work on overseas study scholarships and trainees by domestic and foreign individuals, legal entities, and organizations.
