Article 1
Purpose. This Decree is issued to elaborate on Article 2 of the Law on Promotion of Micro, Small and Medium Enterprises, No. 16/NA, dated July 7, 2022, aiming to make the determination of the size of micro, small and medium enterprises in the Lao People's Democratic Republic clearer and more adaptable to the economic conditions of Laos in each period, thereby implementing enterprise support policies in a targeted and focused manner, promoting the growth, sustainability, and stability of micro, small and medium enterprises.
Article 2
Determination of Micro, Small, and Medium Enterprise Size. The determination of micro, small, and medium enterprise size is based on conditions such as average annual labor force, total asset value, or total annual operating revenue, to classify enterprises engaged in the production of goods, commerce, and service sectors. If an enterprise unit meets multiple size conditions simultaneously, the total annual operating revenue shall be used as the determining criterion.
Article 3
Micro Enterprises. Micro enterprises refer to enterprises that meet any of the following conditions: (classified by enterprise sector, average annual labor force (persons), total asset value (Kip), and total annual operating revenue (Kip). ).
