Article 1
I. Purpose
These guidelines stipulate the principles and methods for managing, tracking, and inspecting the transport of goods, containers, and cargo transport vehicles entering and exiting through international ports via land, water, rail, and air using the CTMS system, to make it convenient, efficient, compliant, and lawful; and to record, store, and submit transport data through an electronic system, or print relevant documents from the system.
Article 2
II. Definition of Terms\nThe terms used in this Guidance have the following meanings:\n1) CTMS System refers to the system under the Lao International Freight Forwarders Association (LIFFA), which is a Web-Based Application with a centralized database, used to record and store import and export data of goods, containers, and cargo transport documents, accessible via mobile phones (smartphones), computers, tablet devices, and other electronic devices;\n2) QR Code (Quick Response Code) of the CTMS System refers to a square or other shaped identification symbol used to collect and track data information on goods, containers, storage locations, and guarantors within the Lao People's Democratic Republic;\n3) Customs Territory refers to the entire territorial area of the Lao People's Democratic Republic designated for customs officials to perform their duties. Pursuant to treaties and relevant international agreements to which the Lao People's Democratic Republic is a party, customs officials may perform their duties outside the customs territory;\n4) Activities within the Customs Perimeter refer to activities within a 30-kilometer radius of a border checkpoint or customs office, which is the area for customs officials at all levels and customs administrative agencies to carry out professional work such as monitoring, tracking, and inspection;\n5) Electronic Document Format refers to various forms generated and printed by the system after operators enter data into the CTMS system;\n6) Cargo Manifest refers to the list of goods for import, export, and transit cargo transported by land, water, rail, and air;\n7) Temporary Admission Document for Containers and Empty Containers (IDF) refers to a document used to track the entry, storage, and use of containers and empty containers by operators during cargo transport activities within the Lao customs territory, tracked by recording activities at various inspection points from the date of entry to the date of departure from the Lao border;\n8) Transit Internal Delivery Record (TIDR/Route Sheet) refers to a document used to track the movement of foreign cargo vehicles authorized to enter for delivery or collect goods domestically (outside international customs ports). This TIDR must be issued in the CTMS system and confirmed for each vehicle trip, verifiable by document number or by scanning the QR Code via mobile phone;\n9) Delivery Order (issued in the CTMS system) refers to a document granting customs clearance rights, used to release goods from an international customs port for delivery to an operator or an authorized agent;\n10) Operator refers to a commercial entity registered as a member of the Lao International Freight Forwarders Association (LIFFA) in the Lao People's Democratic Republic, primarily including freight transport logistics operators, forwarding, warehousing systems, dry ports, container yards, freight station operators, customs brokerage service providers, and import-export operators.
