Article 1
Purpose. This Decision stipulates the principles and measures for managing the organization of various traditional activities (celebrations) in Oudomxay Province, in order to ensure the safety of property, life, and health, aiming to save expenses and oppose waste, preserve the fine customs and traditions that are the origins of the nation and various ethnic groups, promote social peace and order, and ensure sustainable economic, cultural, and social development.

Management of the Organization of Traditional Activities. This refers to determining the forms, methods, and measures for organizing various types of activities to comply with laws, regulations, and the fine customs and traditions of the nation and ethnic groups, ensuring economical expenditure and opposing waste.
Article 3
Definition of Terms. 1. Wedding (marriage ceremony) means a confirmation ceremony held to establish a new family, informing individuals, legal entities, state agencies, and social organizations that the bride and groom have officially registered their marriage and become husband and wife in accordance with Lao laws and customs and traditions; 2. Baci (Sou Khwan) ceremony means a ceremony held by individuals, legal entities, state agencies, or social organizations to call the spirits, tie the wrists, and exchange blessings, seeking auspiciousness and welcoming fortune and good luck; 3. Banquet means an event held on various important occasions for gathering, socializing, dining, and drinking; 4. Traditional festivals mean various festivals, customs, and traditional celebration activities that ethnic groups believe in and pass down through generations; 5. Blessing giver (blessing master) means a person knowledgeable in religion, familiar with rituals, and proficient in delivering blessings for occasions such as weddings, housewarmings, child full-moon ceremonies (birth celebrations), and traditional festivals; 6. Death means the cessation of breathing, where relatives, friends, and organizations hold merit-making ceremonies for the deceased according to the beliefs of each ethnic group, and perform acts of charity based on family conditions and ethnic customs and traditions; 7.
