Article 1
Purpose. This Decision stipulates principles, general regulations, and measures regarding the management and use of the state budget, sources of funds, state assets, (natural and human) resources, energy, and official working time, in order to implement in a more detailed and clear manner the Decree No. 205/ລບ dated July 22, 2022, aiming to foster awareness of thrift and anti-extravagance, to correctly, harmoniously, modernly, conveniently, promptly, transparently, auditably, efficiently, and effectively prepare budget plans and execute state budget expenditures, serving as the basis for unified organization and implementation nationwide.
Article 2
State Budget Expenditure Norms. State budget expenditure norms refer to the definition of the maximum expenditure scope for each major and minor expenditure item in the preparation of plans and the organization of implementation of state budget expenditure management, in order to enable various agencies to operate normally and meet the use of state budget expenditures, ensuring focus, maximum efficiency, economy and frugality, guaranteeing the protection and use of state assets, and being commensurate with and effective in relation to the annual budget plan allocation capacity.
