Article 1
Purpose. This Decree stipulates the principles and regulations for the management, utilization, and monitoring of the Railway Security Fund, aiming to mobilize, raise, and accumulate funds to ensure sufficient and sustainable financial resources for effective security work along railway trains, stations, and lines.
Article 2
Railway Security Fund. The Railway Security Fund (abbreviated as "ກປຟ") is a fund established by the State, aimed at accumulating funds from domestic and foreign sources for security and maintenance work carried out by railway police, train inspection personnel, and defense forces along railway trains, stations, and lines, to ensure convenience, safety, and smooth operation.
Article 3
Principles for the Management and Use of the Railway Safety and Security Fund. The management and use of the Fund shall adhere to the following principles: 1. The management of the Fund shall be flexible, prompt, fair, transparent, auditable, and ensure expenditure in accordance with the annual plan; 2. The use of the Fund shall be targeted, economical, effective, and sustainable; 3. Revenues and expenditures shall be operated through a bank deposit account system, based on the expenditure plan approved by the Ministry of Finance, and disbursed according to the revenue targets incorporated into the national budget each year. The balance of the deposit account shall be accumulated as revenue for use in the following year; 4. Regular inspection and auditing shall be conducted in accordance with laws and regulations.
