Articles
Article 1
The purpose of this Decree is to stipulate the principles, regulations, and measures for the management, monitoring, and inspection of the implementation of the Vientiane City Master Plan (up to 2030), in order to ensure urban development in accordance with the Vientiane City Master Plan, making it distinctive, balanced, beautiful, and orderly. The land area and its components of this plan are as follows: 1. Land area of 61,600 hectares, covering 288 villages, distributed across 7 districts, namely: Chanthabouly District, Sisattanak District, Xaysetha District, Sikhottabong District, Hadxaifong District, Naxaithong District, and Xaythany District; 2. Land use zoning plan, and technical and social infrastructure system plan.
Article 2
Assign the Vientiane City Government to effectively and concretely organize the implementation and detailed expansion of the Vientiane City Master Plan, as follows: 1. Publicize, popularize, and mobilize the people to be informed, understand, and participate in the implementation of the master plan and detailed plans; 2. Coordinate with relevant sectors to study the refinement of the master plan into detailed plans by region and phase, ensuring compliance with the national land allocation master plan and other relevant laws, then submit to the Vientiane City People's Assembly for consideration, approval, and promulgation for implementation; 3. Coordinate with relevant sectors to establish a modern management system and coordination mechanism, making it flexible, comprehensive, and providing adequate and appropriate materials, tools, and equipment according to the needs of each phase; 4. Monitor and inspect the implementation of detailed plans, various plans, priority projects, and new urban area development projects, ensuring they are balanced, modern, aesthetically pleasing, and durable, while protecting old urban areas, the natural environment, and social environment, and preserving Laos' characteristics in art, culture, and architecture; 5. Coordinate with relevant sectors to study land acquisition and calculate compensation fees in accordance with laws and regulations, providing early compensation to those affected by urban development projects to ensure transparency, fairness, and harmony.
Article 3
Assign the Ministry of Public Works and Transport to take the lead in, monitor, inspect, and evaluate the effectiveness of implementing the master plan and detailed plans, ensuring they are efficient and effective.
