Article 1

Purpose. This Agreement stipulates principles, regulations, and measures concerning the management, protection, and restoration of forests to form woodlands, so as to ensure the effective implementation of forest management and protection work, and to achieve a forest coverage rate of 72% in the entire province by 2025, enhance efficiency in increasing coverage rates, and actively contribute to the province's economic and social development for rapid progress.

Article 2

Management, Protection, and Restoration of Forests. Management refers to the development and protection of forest management through the formulation of regulations and determination of measures, tracking, inspection, effective use of forests, maintaining peace, and correct implementation according to objectives. Protection refers to carrying out various activities related to forests to protect water sources, prevent soil erosion, maintain soil quality, as well as for national defense strategic zones, natural disaster prevention, and the environment. Forest restoration refers to the protection of designated degraded forests and forest land, and their restoration using appropriate techniques according to the conditions of each plot, to re-establish them as dense natural forests.

Article 3

Definition of Terms. The terms used in this agreement have the following meanings: 1. Forest resources refer to all living and non-living resources, including soil, vegetation, trees, water, aquatic animals, wildlife, etc., located within forest land areas; 2. Forest management refers to the protection of existing forests and the prevention of forest destruction; 3. Forest protection refers to designating suitable areas of forest for forest conservation, water source protection, prevention of soil erosion, and environmental protection; 4. Forest restoration refers to changing degraded forests into forested areas; 5. Natural restoration refers to regeneration using seeds, roots, sprouts, or stumps of various natural tree species; 6. Supplementary planting restoration refers to planting various tree species deemed suitable in accordance with the purpose and objectives of forest restoration; 7. Restoration forest refers to trees that have been restored from damaged or degraded forests and have become lush forests again; 8. Village forest area refers to the area of various types of forest land within the village management area as determined by the village-level land allocation plan and land and forest demarcation; 9. Change of forest land use refers to changing the category of forest land to another land category; 10. Forest land refers to land designated by the State as forest land, whether covered with trees or not; 11. Protection forest land, conservation forest land, and production forest land refer to land designated by the State as protection forests, conservation forests, and production forests, whether covered with trees or not; 12. Degraded forest land refers to forest areas that have been significantly damaged for consecutive years and require decades for natural recovery; 13. Barren forest land refers to forest land that has been significantly damaged for consecutive years; 14. Non-timber forest products refer to naturally grown or artificially planted plants, including stems, stalks, vines, plants, roots, tips, bark, leaves, flowers, fruits, seeds or kernels, shells, oils, gums, fungi, honey, and medicinal plants, etc.; 15. Plantation forest refers to systematically or scattered planted trees of various kinds; 16. Ecosystem refers to the stable interrelationships existing between living and non-living things in nature.
