Articles
Article 1
Purpose (Amended). This Agreement stipulates the principles, regulations, and measures concerning the organization and activities of the management and development of 5 urban villages, aiming to protect and develop economic, cultural-social, national defense, and public security work, in conjunction with environmental protection, and to build the urban area in accordance with the "6 Cleans" direction, in order to realize the strategic plan and vision of Salavanh District.
Article 2
(New) Management and Development refers to organizational leadership, follow-up inspection, protection, and administrative management aimed at making urban areas orderly, tidy, clean, and aesthetically pleasing, and developing urban areas to be prosperous and civilized.
Article 3
Interpretation of terms (amendment). The terms used in this agreement have the following meanings: 1. Management refers to organizing leadership, monitoring and inspection, protection, and guidance of various activities to ensure legality and compliance; 2. Development refers to improvement, changing from old to new for the better; 3. Urban area refers to an area with dense population, mostly engaged in industry, commerce, and services, possessing technical, economic, and social infrastructure, serving as a center for comprehensive leadership, management, and development; 4. Building refers to a product constructed by human labor, materials, machinery, vehicles, construction equipment, and various installation works, connected to the ground surface, underground, underwater, or water surface; 5. Bank erosion protection refers to the area scope along riverbanks where bank erosion protection works are constructed; 6. Water area refers to the area scope covering from the lowest or highest water level line of the Sedon River; 7. Six Cleans (6 Cleans) refer to: 1. "Clean"—peace; 2. "Clean"—cleanliness; 3. "Clean"—brightness; 4. "Clean"—green; 5. "Clean"—beauty; 6. "Clean"—civilization; 8. Sewage drainage ditch refers to a ditch that receives wastewater discharged from households, offices, agencies, and markets in urban areas, flowing into treatment ponds.
