Article 1

Article 1. Purpose
This Law stipulates principles, regulations, and measures regarding the management, supervision, and inspection of fine arts work activities to ensure that such work is carried out correctly, efficiently, and effectively. It aims to promote innovative thinking, facilitate the creation, protection, restoration, preservation, development, and utilization of fine arts achievements, safeguard the characteristics, wisdom, and traditions of the nation’s fine culture for enduring transmission, enable integration with the region and the international community, and contribute to the protection and development of the country.

Article 2

Article 2 Fine Arts
Fine arts refer to artistic achievements created by humans through wisdom, talent, emotion, combined with exquisite skills, possessing comprehensive value, aiming at the pursuit of beauty and noble pride, and having eternal spiritual value.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Monument refers to sculptural and architectural works built to commemorate the merits of individuals or major historical events of the nation, such as statues of leaders, heroes, martyrs, towers of unknown soldiers, and historical sites;
2. Preservation of artistic works refers to retaining the artistic value in cultural and historical aspects, preventing their decay and disappearance over time;
3. Reproduction or imitation of artistic works refers to recreating works based on old styles, colors, patterns, characteristics of object shapes, or original forms;
4. Lacquerware (ຂະມຸ) refers to decorative materials made from Bodhi tree ash, other plant ash, lacquer resin, or other materials, or used to decorate pillars, Buddha images, ordination halls, canopies, masks, etc., with patterns;
5. Professional artist refers to an individual or legal entity whose main occupation is fine arts work, such as painting, coloring, carving, artistic design, and applied arts;
6. Semi-professional artist refers to an individual or legal entity whose fine arts work is a secondary occupation, pursued alongside other occupations;
7. Amateur artist refers to an individual or legal entity who has a hobby for fine arts, has not undergone specialized study, and engages in fine arts activities occasionally or periodically under specific circumstances and conditions;
8. Plaster (ປຸນປຣາສເຕີ) refers to white lime used for casting and molding, with rapid hardening properties;
9. Acrylic paint (ສິອະຄຣີລິກ) refers to water-based paint used for various types of painting, of superior quality to watercolor and poster paint;
10. Poster paint (ສີໂປສເຕີ) refers to water-based paint used for various types of painting, which is not waterproof;
11. Religious site refers to places of a religious nature, such as temples, ordination halls, monks’ quarters, libraries, bell towers, Buddha niches, arches, stupas, city pillar halls, Dharma halls, and other places of worship;
12. Artisan craft refers to specialized craftsmen in various branches of fine arts, such as molding, painting, carving, mother-of-pearl inlay, gold leaf application, and metalwork artisans;
13. Art refers to the creation of artistic works through wisdom, talent, emotion, combined with exquisite techniques, such as painting, carving, molding, and casting.
