Article 1

Purpose. This Decision, based on the provisions of the Law on Narcotic Drugs, establishes principles, regulations, and measures for preventing, intercepting, and handling hazardous narcotic drugs, aiming to enhance public awareness so that people recognize and understand the dangers of narcotic drugs, in order to jointly prevent, intercept, and handle drug-related issues arising in society, improve the effectiveness of state management and social management through laws and regulatory documents, bring society into a well-ordered state, and contribute to the protection, construction, and development of the country, ensuring firm political stability, sustained economic growth, and social order, security, and justice.

Article 2

Prevention, Interception, and Disposal of Drugs. Prevention means preventing, limiting, combating, prohibiting, blocking, resisting, countering, eliminating, and reducing the supply and demand of drugs; interception means controlling and curbing the spread of drugs, preventing their proliferation and growth from causing harm to individuals, families, and society; disposal of drugs means responding through various methods and means, such as: propaganda, education and training on the harms of drugs, combating, investigation-interrogation, up to legal proceedings in accordance with legal procedures.

Article 3

Interpretation of Terms. The terms used in this Decision shall have the following meanings: — Drug Prevention refers to combating, prohibiting, and eliminating all illegal activities related to drugs, including addressing the harms caused by drugs; — Drug Interdiction refers to measures such as propaganda, education, training, monitoring, inspection, and other methods to restrict and prevent the spread of drugs in society; — Drug Disposal refers to applying measures, regulations, and laws to those involved with drugs, such as producers, processors, traders, transporters, sellers, possessors, importers, exporters, users, or other participants; — Precursor Chemicals refer to chemicals used to manufacture drugs; — Drug-Producing Plants refer to opium poppies, cannabis, coca, and other plants capable of producing drugs; — Addictive Substances refer to substances that stimulate or depress the nervous system, making users prone to addiction; — Persons at Risk of Drugs refer to individuals with a tendency and potential to become drug users, such as youth groups lacking family care; — Drug Use refers to eating, drinking, inhaling, injecting into veins, or other methods; — Drug Addicts refer to persons who increasingly need to use drugs through inhalation, consumption, drinking, or intravenous injection, resulting in emaciation, sallow complexion, susceptibility to hallucinations, tendency toward violence, and criminal behavior.
