Article 1

Pursuant to: the Decree on Organization and Activities of the Ministry of Home Affairs No. 575/AG (September 28, 2021); the Decree on Position Classification No. 734/Gov (December 31, 2021); the Report of the Department of State Administrative Development of the Ministry of Home Affairs No. 310/DSAD (October 17, 2022). The Minister issues the following guidance:

Article 2

1. To elaborate, clarify, and refine the content of certain provisions of the Decree on Position Setting; 2. To explain the implementation methods for carrying out position setting work; 3. To provide a basis for ministries, agencies, and localities to achieve a unified understanding and approach in conducting position setting work nationwide.

Article 3

Positions shall be established in organizations at all levels based on correctly determined duties and functions; if an organization undergoes improvements or changes in its duties, functions, scope of authority, or organizational structure, the position establishment must be correspondingly readjusted to be appropriate, so that one or more civil servants may perform the work according to actual conditions. 2. If a particular position or work group has a heavy workload and is complex, it may be divided into sub-positions or sub-work groups.
