Article 1
Purpose. The issuance of this Decree aims to declare the establishment of the Upper Nam Ngum Ting National Protection Forest, to manage and protect forests, forest land, aquatic animals, and wildlife, ensuring their abundance and richness, serving as a place for recreation, tourism, and scientific research, with the goal of protecting biodiversity and the environment in a green and sustainable direction, contributing to improving people's lives and enhancing the country's economic and social development.
Article 2
Location, Scope, and Area of the Upper Nam Ngum National Protection Forest. The Upper Nam Ngum National Protection Forest is located in the northern region, covering one province, namely: Xieng Khouang Province, including four districts, namely: Phaxay District, Phou Kout District, Pek District, and Kham District, situated within the following coordinates: Northern boundary: Longitude: 102°4′ [illegible in original] Latitude: 19°49′52″; Southern boundary: Longitude: 102°54′50″ Latitude: 19°11′59″; Eastern boundary: Longitude: 103°26′26″ Latitude: 19°43′38″; Western boundary: Longitude: 102°39′ [illegible in original] Latitude: 19°29′35″. The scope of the Upper Nam Ngum National Protection Forest is based on a 1:100,000 scale topographic map, using longitude and latitude lines as references, and compared with actual terrain features, such as: ridges, foothills, streams, water systems, and roads as boundaries, so that local administrative authorities and people of all ethnic groups may be informed and cooperate accordingly, for proper management, protection, and development. The total area of the Upper Nam Ngum National Protection Forest is 227,692 hectares (two hundred twenty-seven thousand six hundred ninety-two hectares). Article 3
Management. The management of the Upper Nam Ngum Ting National Protection Forest shall be the responsibility of the Protection Forest Management Office. The organizational structure and activities of this office shall be separately prescribed by specific regulations.
