Articles

Article 1

Purpose. This Decision stipulates principles, regulations, and measures for encouraging and managing the business of travel agencies, making it orderly, peaceful, safe, convenient, swift, transparent, fair, accurate, quality-oriented, and standardized, in order to protect the rights and interests of individuals, legal entities, and tourists related to the travel agency business. It aims to attract tourists and investors, promote domestic tourism and integrate it regionally and internationally, generate income and employment, ensure benefits reach society, and contribute to the development of the country and the Lao tourism industry, enabling it to grow in a green and sustainable direction.

Article 2

Travel Agency Business. Travel agency business refers to business units engaged in providing travel guidance, travel information, transportation, dining, accommodation, tourist attractions, travel activities, tour guide services, and travel agency services.

Article 3

Definition of Terms. The terms used in this Decision shall have the following meanings: 1. Tourism: refers to travel from one's place of residence to another locality or country for purposes such as visiting, sightseeing, recreation, entertainment, cultural exchange, sports, fitness, study tours, exhibitions, conferences, etc., excluding travel for the purpose of seeking employment or earning income. 2. Itinerary Tour: refers to a document certifying tourism activities, listing various tourism activities as service items, including transportation, dining, accommodation, attractions, costs, and tour guides, with a service time limit. 3. Tourism Business: refers to the provision of services by business units to tourists in terms of transportation, dining, accommodation, guidance, and other activities. 4. Travel Agency: refers to a business unit that acts as an agent or broker, selling tickets for vehicles, vessels, and aircraft, tickets for attractions and tourism festivals, booking dining and accommodation, and tour itineraries, and distributing tourists to relevant tour operators to meet the needs of interested tourists. 5. Tour Operator: refers to a business unit that directly provides services to tourists interested in tourism, including services relating to tourism, tour programs, travel information, food and beverage, accommodation, tourist attractions, festivals, and other tourism-related activities, with tour guides operating on the basis of the tour program.
