Article 1

Purpose. This Decision stipulates the principles, measures, and methods for land price valuation in the districts of the 10 counties of Huaphan Province, so that land management and administration, calculation of registration fees for land rights changes and use rights changes, and land revenue into the state budget comply with regulations, in order to meet the needs of land development consistent with actual conditions.

Article 2

Land price assessment. Land price assessment refers to determining the value of land in each district, locality, and category based on the characteristics of each district in Houaphan Province in terms of geographical location, topography, infrastructure, and socio-economic development levels at various stages.

Article 3

Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Fee: refers to administrative monetary charges collected by the State, through departmental certification, from individuals, legal persons, or organizations engaged in economic and social activities. 2. Registration of Land Legal Acts: refers to the registration of land changes and use rights transfers, including the recording and certification of such land use rights, for purposes such as lease, security mortgage, pawn and sale, inheritance, purchase and sale, exchange, and transfer. 3. Land Price Assessment Zone Map: refers to a map delineated for the assessment of each zone, each sheet covering the surveyed and demarcated area of a province, marked with international alphabetical letters as identifiers for each province, and further subdivided into smaller areas called land price assessment zones; this map is prepared as an annex and incorporated into the land price assessment system established by this Decision. 4. Land Price Assessment Zone: refers to a small area within the provincial assessment map, classified based on infrastructure characteristics (commercial service areas, residential areas, agricultural areas, industrial areas, classified as urban areas, city center ring zones, urban expansion areas, suburban areas, development areas designated by urban planning, and other areas). The identifiers (number ranges) for assessment zones in each province are as follows: Zhanhe Province (Identifier A, Zones 41–27), Yongsai Province (Identifier B, Zones B1–B18), Zhandai Province (Identifier C, Zones C1–C11), Kuaen Province (Identifier D, Zones D1–D…), Suobo Province (Identifier E, Zones E1–E22), Zhanke Province (Identifier Z, Zones Z1–Z17), Ai Province (Identifier G, Zones G1–G16), Huameng Province (Identifier H, Zones H1–H14), Lian Province (Identifier I, Zones I1–I19), Sun Province (Identifier Y, Zones Y1–Y12). 5. Land Price Valuation Schedule: refers to the per-square-meter land price units determined for each assessment zone, based on data collection, research, and local approval, classifying land plots into four types of roads: main roads (connecting country to country, province to province, district to district, and located in commercial service areas, marked in purple on the map); connecting roads (branching from main roads, connecting district to district and village to village, marked in blue); branch roads or alleys (roads within village boundaries, marked in green); primitive roads (traditional, undeveloped, inconvenient for travel, not marked or colored on the assessment map, and not indicated in land titles).
