Articles

Article 1

Article 1 (Amended). Purpose of the Law
This Law prescribes principles, regulations, and measures concerning the management, supervision, and inspection of the handling and determination of complaints, and the processing of complaints from individuals, legal entities, or organizations to ensure compliance with legal provisions, aiming to strengthen the rule of law, protect national interests, collective interests, and the legitimate rights and interests of citizens, and contribute to a peaceful, orderly, just, and civilized society.

Article 2

Article 2 (Amended) Complaints
Complaints refer to documents submitted by individuals, legal persons, or organizations to relevant agencies, requesting the inspection, consideration, and handling of the actions of individuals, or the decisions of legal persons or other organizations, where the said party believes that the aforementioned actions or decisions violate the law, have not received fair treatment, and cause damage to national interests, collective interests, or their own legitimate rights and interests.
Complaints include suggestions (petitions), accusations, and requests for redress of grievances:
1. Suggestions (petitions) refer to documents submitted by individuals, legal persons, or organizations to local administrative agencies or the Government, requesting the inspection, consideration, and handling of the actions of individuals, or the decisions of legal persons or other organizations, where the party believes that the aforementioned actions or decisions violate the law and cause damage to national interests, collective interests, or their own legitimate rights and interests;
2. Accusations refer to documents submitted by individuals, legal persons, or organizations to investigation-interrogation agencies, the People's Procuratorate, and the People's Court, requesting the inspection, consideration, and handling of the actions of individuals, or the decisions of legal persons or other organizations, where the party believes that the aforementioned actions or decisions violate the law and cause damage to national interests, collective interests, or their own legitimate rights and interests;
3. Requests for redress of grievances refer to documents submitted by individuals, legal persons, or organizations to the Standing Committee of the Provincial People's Assembly or the Standing Committee of the National Assembly, requesting the inspection and consideration of decisions of local administrative agencies, the Government, investigation-interrogation agencies, the People's Procuratorate, or the People's Court, where the party believes that the said handling violates the law and causes damage to national interests, collective interests, or their own legitimate rights and interests.

Article 3 (Amended) Handling of Complaints
Handling of complaints refers to the examination, consideration, and resolution by local administrative agencies, the government, investigation-inquiry agencies, the People’s Procuratorate, the People’s Court, the Standing Committee of the Provincial People’s Assembly, and the Standing Committee of the National Assembly, in accordance with their duties, powers, and obligations, of suggestions, accusations, and petitions for redress submitted by individuals, legal entities, or organizations, to ensure correctness and fairness.
