Implementing the plan for food production and commercial production is an important priority for the agriculture and forestry sector, aimed at concretely supporting the implementation of the national socio-economic development plan, particularly in creating income, improving livelihoods, and gradually alleviating poverty for people of all ethnic groups in remote rural areas. To implement the above plan as scheduled, the Ministry of Agriculture and Forestry recognizes the importance of developing cattle and buffalo farming to ensure food supply, meet domestic demand, and for export (especially to the Chinese market). However, at the same time, our country still has many limitations in the development and utilization of cattle and buffalo, and has not yet paid sufficient attention to the development, conservation, and protection of good cattle and buffalo breeds; moreover, the slaughter of pregnant cattle and buffalo is still found in various localities, which is one of the reasons why the population of large livestock in our country has not increased as expected. Therefore, to promote the growth of the large livestock population and to eliminate and reduce the improper slaughter of female cattle and buffalo that does not conform to the scientific principles of animal husbandry, the Minister of Agriculture and Forestry issues this Order:
Article 2
The Office, departments, agencies, and provincial and Vientiane Capital Agriculture and Forestry Departments, in coordination with relevant sectors, shall organize propaganda and dissemination to farmers and operators nationwide to make them understand that slaughtering pregnant large livestock is a violation of laws and regulations; at the same time, mobilize the people, farmers, and operators not to buy or sell such livestock for slaughter and consumption.
Article 3
Provincial and Vientiane Capital Agriculture and Forestry Offices shall concentrate on supporting farmers and operators to retain female cattle and female water buffaloes in good reproductive condition for herd renewal or expansion. At the same time, they shall notify operators, slaughterhouses, and small slaughter points that it is strictly prohibited to slaughter pregnant livestock. If it is necessary to sell pregnant female animals or female animals with offspring, they must not be sold to slaughterhouses but may be sold to others for breeding purposes. Female animals sold to slaughterhouses shall be limited exclusively to those with poor birthing outcomes, infertility after breeding, inability to reproduce, or injuries that cannot be treated.
