To: Director General of the Department of Forestry; Directors of the Provincial and Vientiane Capital Agriculture and Forestry Offices. Pursuant to the Law on Forestry (Amended) No. 64/NA, June 13, 2019; Pursuant to the Prime Minister's Decree on the Organization and Activities of the Ministry of Agriculture and Forestry No. 603/PM, October 15, 2021; Pursuant to the research and submission of the Department of Forestry No. 5551/DOF, September 7, 2022. To ensure uniformity in the implementation of the preparation of collection plans for non-timber forest products, and the management of their purchase, sale, transport, and export, and to ensure strict compliance with laws and regulations, the Minister of Agriculture and Forestry hereby issues this Order:

Article 2

Collection of Non-Timber Forest Products. Collection is permitted in production forest areas, land-use conversion zones, and utilization management areas; within protection forests, reserved forest lands, and on land areas formally granted use rights by the state to individuals, families, legal entities, or organizations, as well as in communal forest areas allocated by the state to villages. Additionally, the collection of all types of non-timber forest products must be carried out in accordance with approved plans, within permitted areas, in compliance with technical standards, and ensuring sustainability.

Article 3

The Provincial and Vientiane Capital Agriculture and Forestry Offices shall take primary responsibility, coordinating with the Provincial and Vientiane Capital Health Offices and relevant sectors, to conduct grassroots follow-up inspections of approved annual plans for collecting forest products, in order to assess and evaluate the actual collection situation, and report to the Ministry of Agriculture and Forestry.
