Article 1
Purpose. This Decision stipulates the principles, regulations, types, nature, content, forms, and methods of carrying out activities to propagate and popularize laws and sub-law normative documents of the Ministry of Interior in the new period, aiming to organize, implement, and advance internal affairs work nationwide, so that the achievements of researching, formulating, or amending normative documents in the new period can be promoted, enabling all personnel of the internal affairs system, as well as target departments, target regions, or certain internal affairs target subjects, to be informed, aware, understand, and put into practice the laws and sub-law normative documents of the Ministry of Interior, thereby improving and promoting the rule of law principle, i.e., organizing, implementing, and advancing the Party's policies and guidelines and the State's laws and regulations, within the scope of the Ministry of Interior's industry management responsibilities, ensuring the comprehensiveness, high efficiency, and high effectiveness of the work of propagating and popularizing laws and sub-law normative documents throughout the Ministry of Interior's entire industry. Work of the Ministry of Interior in the New Era on Propagating and Popularizing Laws and Sub-Legal Normative Documents. The work of the Ministry of Interior in the new era on propagating and popularizing laws and sub-legal normative documents refers to the process of organizing and guiding the propagation and popularization of laws, sub-legal normative documents, official documents, and various regulations through explanation, clarification, guidance, provision of information, use of mass media tools, funding, and various technical and operational means, in an appropriate and modern form, achieving savings in funding, working days, personnel, or various target groups. The propagation and popularization of laws and sub-legal normative documents by the Ministry of Interior in the new era also includes grassroots-level dissemination of resolutions, orders, policies, and plans of the Lao People's Revolutionary Party, the Government, and state agencies, as well as documents from international organizations and foreign agencies assigned by higher authorities and related to the political tasks and responsibilities of the Ministry of Interior.
