Article 1
Purpose. This Agreement stipulates the principles and regulations concerning the management and use of the Blood Fund of Xayaboury Province, in order to ensure that the work of mobilizing and accumulating funds from domestic and international sources is carried out efficiently and with high effectiveness, aiming to guarantee a continuous source of funds to support the work of mobilizing blood donations and supplying safe blood, so that people of all ethnic groups in the province who are ill and require blood treatment receive sufficient, safe, and timely blood services, and to participate in the economic and social development of Xayaboury Province.
Article 2
Xayaboury Province Blood Fund. The Xayaboury Province Blood Fund, abbreviated as the "Provincial Blood Fund," is a national fund established to mobilize and accumulate resources from various sources, aiming to ensure sufficient and continuous budget for the mobilization, blood donation, and supply of sufficient, safe, and timely blood throughout the province. Blood is a fluid circulating within the human body, consisting of two parts: the liquid part and the cellular part. It plays an important role in transporting oxygen to nourish various tissues in the body to sustain human life.
Article 3
Definition of Terms. The terms used in this Agreement have the following meanings: 1. Blood Center: refers to a place for blood donation, blood testing, blood storage, and blood distribution; 2. Safe Blood: refers to blood that has been systematically tested for diseases transmitted through blood; 3. Sufficient Blood: refers to reaching 1% of the provincial population, i.e., the number of blood bags equivalent to 10 donors per 1000 people as per the minimum standard set by the World Health Organization, and capable of supplying blood at any time; 4. Timely: refers to the ability of stored blood to be supplied when patients need it; 5. Voluntary: refers to actively and willingly donating blood without coercion; 6. Without Seeking Return: refers to giving sincerely, without seeking any benefit or reward; 7. Mobilization: refers to inviting, building awareness, and understanding regarding blood donation among people of all levels; 8. Rational: refers to using blood and blood components for patient treatment based on medical condition; 9. Raising Awareness: refers to enabling everyone to recognize the importance and necessity of blood work and to change behavior towards more voluntary blood donation; 10. Sustainable: refers to the continuous and uninterrupted conduct of blood donation and supply activities; 11. Dual-Income Couple: refers to a household where both spouses are state employees, military personnel, or police officers; 12. Fund Member: refers to a person who fulfills obligations to contribute to the Fund as listed in Article 7 of this Agreement; 13. Blood Donor: refers to a person who donates their own blood to save fellow citizens.
