Article 1
Purpose. This Agreement stipulates the principles, regulations, monitoring and inspection methods, and measures concerning the management and use of the Sports and Physical Fitness Development Fund of Xayaboury Province, with a view to participating in fund accumulation and fund utilization, aiming to ensure that the funds are sufficient and sustainable, used for sports and physical fitness work, so that it is of quality, transparent, progressive, modern, and integrated into the economic and social development of Xayaboury Province.
Article 2
Provincial Sports and Physical Development Fund. The Xayaboury Provincial Sports and Physical Development Fund, hereinafter referred to as the "Physical Fund," is a state-organized fund established to accumulate funds from domestic and international individuals, legal entities, organizations, and society, for the purpose of developing sports and physical talent, organizing competitions, and awarding prizes to coaches and athletes participating in national, regional, and international competitions, in accordance with the established regulations and principles.
Article 3
Interpretation of terms. The terms used in this Agreement shall have the following meanings: 1. Fund: refers to funds accumulated from multiple sources for the purpose of serving sports and physical development; 2. Development: refers to the development of the techniques, skills, and proficiency of athletes, coaches, and referees towards provincial, national, and international levels; 3. Sports and physical talent: refers to managers, referees, coaches, and athletes responsible for sports and physical work.
