Articles
Article 1
Purpose. This Agreement aims to stipulate the basis and regulations concerning the management and use of the provincial disaster management fund; to mobilize the awareness, understanding, and participation of the entire population, consolidating the participation of all sectors of society to reduce disaster risks, prepare for response, and recover after disasters; to raise funds from individuals, foundations, companies, business units, and domestic and international organizations to alleviate the burden on the national budget, aiming to provide funding for emergency relief, restoration of essential infrastructure, search, location, and rescue operations, so that the lives of disaster victims are resolved, restored to normal, or improved beyond the previous state.
Article 2
Disaster Management Fund. The Disaster Management Fund, hereinafter referred to as the "DMF," is a national fund established to serve as a vehicle for mobilizing and accumulating resources from various sources, with the aim of ensuring a budget and sustainability for the efficient and effective implementation of disaster management.
Article 3
Interpretation of terms. 1. Fund: refers to capital contributions from the state, private sector, individuals, legal entities, households, and international organizations, made in accordance with regulations and voluntarily; 2. Rescue: refers to providing timely assistance to disaster victims for relief, saving lives, and rescuing property; 3. Relief: refers to providing material and spiritual assistance and services to disaster victims; 4. Disaster: refers to hazards caused by human actions and natural occurrences, such as floods, landslides, earthquakes, storms, fires, droughts, pests and diseases, cold damage, epidemics, etc., resulting in losses to life, property, economy, environment, etc.; 5. Emergency relief: refers to providing assistance and services to target groups during the disaster period, mainly temporary shelter, food, drinking water, domestic water, emergency medical services, clothing, etc.; 6. Post-disaster recovery: refers to the restoration of victims' lives, as well as the repair and reconstruction of infrastructure affected and damaged by the disaster, to return to normal or better than before.
