Articles

Article 1

Purpose. This agreement stipulates the principles and regulations for the establishment, operation, and management of handicraft groups and cooperatives, in order to promote, foster, and develop production, making it robust, expansive, sustainable, and environmentally friendly, aiming to alleviate poverty, improve the living standards of all ethnic groups in Laos, while preserving traditional heritage and folk crafts of artistic and cultural value, contributing to the national socio-economic development.

Article 2

Handicraft Groups and Cooperatives. A handicraft group refers to a collective organization voluntarily established by Lao people engaged in the handicraft profession, aimed at mutual cooperation and assistance among members and their families in the transmission of experience, skills, and handicraft production. A handicraft cooperative refers to a collective commercial organization voluntarily established by persons engaged in the handicraft profession, aimed at mutual cooperation and assistance in capital, experience, and technology, engaging in the commercialized production and operation of handicraft goods.

Article 3

Definition of Terms. The terms used in this agreement have the following meanings: 1. Handicraft: refers to a production process in a certain economic field that primarily relies on human skilled labor and ingenuity, aimed at producing products that are exquisite, aesthetically pleasing, of high artistic, cultural, and economic value, and uniquely distinctive; 2. Handicraft Group Establishment License: refers to the document permitting the establishment and operation of a handicraft group; 3. Handicraft Cooperative Establishment License: refers to the document permitting the establishment and operation of a handicraft cooperative; 4. Management Committee: refers to persons elected by the general meeting of members to serve on the management committee, representing the members of the handicraft group or cooperative.
