Articles

Article 1

Purpose. This Decree stipulates the principles, regulations, and measures concerning the management, tracking, and inspection of the conferment and revocation of the title of Honorary Citizen, in order to make this work effective, aiming to recognize outstanding achievements, special significant contributions, and exceptional talents to the socio-economic development of the Lao People's Democratic Republic, to promote their honor, and to enhance the sense of responsibility of Honorary Citizens towards the socio-economic development of Laos.

Article 2

Honorary Citizen of the Lao People’s Democratic Republic. An Honorary Citizen of the Lao People’s Democratic Republic is a symbolic title conferred by the Government of the Lao People’s Democratic Republic upon a foreigner who has made outstanding achievements and special significant contributions to the socio-economic development of Laos. The conferral of the title of Honorary Citizen does not result in a change of the recipient’s original nationality. Honorary Citizenship is a title linked to the individual and is not inheritable.

Article 3

Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Foreigner means a person who holds another nationality, enters the Lao People’s Democratic Republic for a short or long term to carry out a specific task, and returns upon the expiration of such term, and such person is under the management of the Ministry of Foreign Affairs and other relevant authorities; 2. Outstanding Merits means merits and significant contributions to the socio-economic development of Laos; 3. Special Major Contributions means providing funds to the Lao Government for investment in the socio-economic development of Laos, as well as bringing funds into Laos to conduct business activities; 4. Exceptional Talents means expert-level professional knowledge and abilities at the doctoral level or above, professors, scholars, and special aptitudes in certain fields required by the Party and the State; 5. Relevant Organization means the organization where the foreigner carries out the assigned task; 6. Honorary Citizenship Certificate means the certificate evidencing the title granted to an honorary citizen.
