Article 1
Purpose (Amended). This Decision stipulates the principles, regulations, methods, and measures for assessing land prices in various areas within Oudomxay Province, in order to bring land management and administration into compliance with legal regulations, serving as a basis for calculating registration fees for changes and modifications in land use rights, land taxes; implementing policies for the conversion of state land use rights; compensation for losses in the revocation of land use rights; sale of land use rights pursuant to court judgments; and the purchase, sale, exchange, contribution of land as capital, and use as collateral for mortgages, contributing to the socio-economic development of the province, and protecting the rights and interests of individuals, legal entities, and organizations.

Land price assessment (amended). Land price assessment is the activity of determining the value of land in various zones and types within Oudomxay Province, based on the characteristics of geographical location, infrastructure, and socio-economic development levels at each stage.
