Articles
Article 1
Purpose. This Decree stipulates principles, comprehensive systems, and measures for the Party organizations, the National Assembly, the Government, the Lao Front for National Construction, the Lao Veterans Federation, state agencies at all levels, mass organizations, social organizations, and state enterprises in the management and use of the state budget, funds, state property, natural resources, energy, and official working hours, to achieve high efficiency in accumulating funds for national socio-economic development, while encouraging and promoting the people of all ethnic groups and all strata within the country to enhance their consciousness and proactively participate in implementing the policy of thrift and combating waste, aiming to transform society from one that advocates a wasteful consumption mindset into a society that produces, consumes domestic products, accumulates, and contributes to national development.
Article 2
Economy and Anti-Waste. Economy means, when using the state budget, funds, property, labor, time, natural resources, energy, and other limited resources, achieving higher returns with equal or less funds, or meeting standards below prescribed levels, unit prices, quantities, and norms, or to the extent necessary, while still successfully accomplishing work objectives, thereby achieving maximum efficiency. Anti-waste means, regarding expenditures of the state budget, funds, property, labor, time, natural resources, energy, and other matters, fostering a conscious awareness in planning and executing expenditures to avoid expenditures that are unjustified and do not generate beneficial returns for the state and society.
Article 3
Definition of terms. The terms used in this Law shall have the following meanings: 1. Wastefulness means the use of budgets, funds, property, labor, time, natural resources, energy, etc., exceeding regulations, without generating benefits, or without high efficiency; 2. State budget expenditure means administrative budget expenditure and investment expenditure listed in the annual state budget plan approved by the National Assembly for state agencies, the Lao Front for National Construction, and mass organizations at the central and local levels, paid from the state budget and development assistance funds (loans and grants); 3. Funds means money or materials of the state, as well as money or materials of individuals, legal entities, and social organizations used for a particular investment; 4. State funds means funds from the state budget, development assistance funds, state-guaranteed credit funds, funds of state enterprises, funds of state-invested enterprises, state funds, and other funds managed by the state; 5. Property means state property as well as property of individuals, legal entities, and social organizations; 6. State property means property naturally occurring or created by humans, owned by the entire people of the state, including movable property (chattels) and immovable property (fixtures) located on the surface, underground, on water surfaces, underwater, and in the airspace of the territory of the Lao People’s Democratic Republic, as well as property owned by the Lao People’s Democratic Republic abroad; 7. Natural resources means land, water resources, forests, minerals, non-timber forest products, and other resources; 8. Organization means party and government agencies, administrative service units, armed forces units, mass organizations, social organizations, professional associations, state enterprises, and other economic organizations; 9. Time means periods or hours for carrying out activities in daily life for official work, state enterprises, private companies, factories, production and business units, and the general public.
