Article 1

Article 1. Purpose
This Law prescribes principles, regulations, and measures for the management, supervision, and inspection of work concerning land motor vehicles, to make such work efficient, effective, modern, unified, and centralized, aiming to ensure convenience, correctness, transparency, and orderliness, protect the lives, property, and interests of individuals, legal entities, and society, align with regional and international standards, and contribute to the national socio-economic development.

Article 2

Article 2 Land Motor Vehicles
Land motor vehicles refer to various types of vehicles driven by engines, having two or more wheels, operated with or without a driver, designed, assembled, and manufactured according to technical standards, and using fuel, gas, solar energy, electrical energy, and nitrogen as driving energy sources.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Clean energy means electrical energy, nitrogen gas, and solar energy;
2. Component means a product or various parts used for assembling vehicles in a factory, designed and manufactured directly by the factory;
3. CBU (Completely Built Up) means land motor vehicles imported in a fully assembled form;
4. Spare part means a product or various parts designed by the manufacturer for vehicle replacement;
5. COP (Conformity of Production) means the inspection and certification of the correctness of the production process;
6. Engine number means the specific number or code of an engine;
7. Vehicle Identification Number (VIN) means the vehicle code indicating the country of manufacture, brand, type, year of manufacture, and manufacturing serial number in accordance with international standards;
8. Off-road vehicle means a vehicle designed or modified in appearance for use in surveying, sports, remote areas, or specific regions;
9. Chassis (body) means the main structure of a vehicle;
10. Vehicle registration certificate means a specific vehicle document indicating the name, address, technical data, and license plate number of the owner of a land motor vehicle;
11. Carbon monoxide (CO) means a colorless, odorless, health-affecting exhaust gas produced by the combustion of diesel fuel in an engine;
12. Hydrocarbons (HC) means colorless, odorless, health-affecting exhaust gases produced by the combustion of gasoline fuel in an engine;
13. Product means vehicles, components, and replacement spare parts;
14. Glass means a material made from glass and silicon materials, which can be shaped after cooling, with transparent and hard characteristics, installed at the front, sides, and rear of a vehicle for visibility, wind protection, water protection, dust protection, etc.;
15. Rearview mirror means a material capable of reflecting images, making reflected images clearly visible, installed inside the cabin and on the sides and rear of a vehicle for observing the rear.
