Article 1
Purpose and Objectives. To bring natural trees and fruit trees owned by individuals, legal entities, and organizations under legal regulation, and to achieve unified management nationwide regarding the certification and felling of existing natural trees and fruit trees on the land of individuals, legal entities, and organizations, the conditions, procedures, coordination mechanisms, and division of responsibilities concerning the certification and felling of natural trees and fruit trees are uniformly stipulated.
Article 2
Meaning and importance of certification of natural trees and fruit trees. Certification of natural trees and fruit trees means certifying their legal ownership and origin, in order to implement relevant policies for owners regarding felling, transportation, sale, and export. "Natural trees" refer to trees that grow naturally in towns, along roadsides, in parks, on rice paddies, in gardens, and on construction land of individuals, legal entities, and organizations (whose land use rights are legally granted by the State). "Fruit trees" refer to trees that bear fruit, planted and cared for over the long term by individuals, legal entities, and organizations on land where use rights are legally granted by the State.
