Article 1
Purpose. This Decision stipulates the principles, regulations, and measures concerning the establishment, operation, management, monitoring, and inspection of plant processing factories, in order to comply with factory technical standards, Good Manufacturing Practice principles, product management, and to conduct activities correctly in accordance with relevant laws and regulations, aiming to improve and enhance production efficiency, create added value, produce quality plant products that meet sanitary and phytosanitary standards, reduce impacts on humans, animals, and the environment, and contribute to national socio-economic development in a green and sustainable direction.
Article 2
Management of Plant Processing Factories. The management of plant processing factories refers to the study, deliberation, promotion, monitoring, and inspection of matters related to the issuance, suspension, and revocation of the Decision on Approval for Establishment of a Plant Processing Factory, the Plant Processing Factory Operation License, the Plant Processing Factory Standard Certificate, and the Good Manufacturing Practice Certificate, as well as the management of plant processing factory activities, raw material planning, raw material production, and processing related to marketing, ensuring compliance with the laws and technical standards for plant processing factories as stipulated in this Decision.
Article 3
Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. “Plant processing factory” means a place where the processing and business operations of plants and plant products are conducted, such as rice mills, cassava processing plants, sugarcane processing plants, and plant product packaging factories, consisting of machinery, factory buildings, and equipment, classified into small, medium, and large scales based on machinery power and the number of workers; the list of plant processing factories shall be reviewed and updated periodically by the Ministry of Agriculture and Forestry; 2. “Technical standards for plant processing factories” means standards concerning the factory’s location, construction, machinery, equipment, cleanliness, safety, hygiene, production processes, and environment; 3. “Operator of a plant processing factory” means an individual, legal person, or organization that has lawfully obtained a plant processing factory business license; 4. “Plant processing factory business license” means the permit for business operations of a plant processing factory issued after the factory’s establishment, machinery installation, and trial production, for the purpose of commencing production; 5. “Waste” means substances generated during the construction, operation, and closure of a plant processing factory that cannot be utilized, such as solid, liquid, and gaseous waste.
