Article 1
Purpose. This Decision establishes the regulations, conditions, procedures, and measures concerning the management and inspection of land business operations, achieving uniformity nationwide, to ensure the correct implementation of such operations in accordance with laws and regulations, to facilitate the development of the real estate market (including the land market), to vigorously promote land development under a market economy mechanism regulated by law, and to ensure the effective collection of land revenue, oppose and combat money laundering and terrorist financing, thereby contributing to the national economic and social development.
Article 2
Land business. Land business refers to conducting operations related to land, such as surveying and measurement services, land valuation services, trading of land use rights, services for trading land use rights, and other land-related services as stipulated in the Land Law, deriving profits and overall social benefits from such operations in accordance with laws and regulations under the market economy mechanism.
