Articles

Article 1

Purpose. This Decree-Law stipulates principles, systems, and measures for the management and supervision of digital government management and government services, aiming to make this work modern, convenient, economical, and secure, with the goal of promoting centralized and unified government management, making government services convenient and transparent, ensuring universal public access to government services, and contributing to the country's economic and social development.

Article 2

Digital Government Management and Digital Government Services. Digital government management and digital government services refer to the application of digital technology in government management and government services to enhance work efficiency, achieve convenience, modernity, speed, cost savings, and ensure security, making government services for the people widespread and effective.

Article 3

Interpretation of terms. The terms used in this Decree shall have the following meanings: 1. Digital technology refers to modern information and communication technology; 2. Digital data refers to data created, stored, processed, or displayed through digital technology tools or methods; 3. National information exchange center refers to a service center that transmits information from one computer to another computer or other digital device electronically, using a method that specifies information format and transmission standards; 4. Database refers to a data repository that is systematically stored electronically, and can be managed, updated, and used; 5. Data security refers to technical security and system management security for maintaining, protecting, and recovering data systems and services from accidents, attacks, or other harms; 6. Electronic document refers to information recorded using electronic tools to preserve the content of a document, readable through display systems, printing, or other means (such as stored on CDs, DVDs, hard drives, memory cards, etc.); 7. Digital identity verification and authentication system refers to digital technologies and methods used to accurately and authentically verify, authenticate, or identify a person's data identity when accessing digital government management and government services; 8. National Service Portal refers to a centralized and unified government service system that aggregates various types of information and services from the government service systems of central and local state agencies into one system; 9. National important database system refers to databases that are significant for economic, social, and national defense security work and are designated by the government as priority tasks, such as data on citizens, electricity, water supply, telecommunications, public health, etc.; 10. Platform refers to a foundational system that uses digital technology to create an environment for modernly connecting service providers and service users, enabling them to jointly use services or carry out a certain business, such as government internet service platforms, government data storage platforms, result display platforms, etc.
