Articles
Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the management, monitoring, and inspection of ordinary ethnic boarding schools, making them standardized, orderly, and uniform, to serve as a basis for carrying out and advancing this work, making it efficient and effective, aiming to create conditions for ethnic students and disadvantaged persons to acquire knowledge, ability, and vocational skills, to become academic talents and successive cadres, and to be able to participate in the national economic and social development.
Article 2
Management of ordinary ethnic boarding schools. The management of ordinary ethnic boarding schools refers to the provisions on principles, conditions, and regulations regarding the establishment of schools, the selection of enrollment targets, student policies, and the management of buildings and premises, to ensure efficient and effective teaching.
Article 3
Interpretation of Terms. The terms used in this Agreement have the following meanings: 1. Ethnic group refers to a group of people who share a common spoken language, have a common historical origin, have a common cultural foundation, and believe they are descended from the same ancestors; 2. Ordinary ethnic boarding school refers to a school with a boarding system, admitting students from poor families, orphans, or orphans without support and lacking shelter, disabled (able to study in regular classes), and those from remote areas, studying at the lower secondary and upper secondary levels, with the government and sponsors providing meal allowances, study grants, and basic daily necessities. Additionally, the school may admit students from surrounding areas to study in regular classes, but not exceeding 10% (ten percent) of the total number of ethnic students in the school, and these students shall not receive meal allowances or policy benefits; 3. Poor person and poor family refers to an individual or family with an average monthly income lower than 180,000 Kip per month (one hundred eighty thousand Kip per month in rural areas) or 240,000 Kip per month (two hundred forty thousand Kip per month in urban areas).
