Article 1
Purpose. This Agreement establishes the principles and regulations for the management, monitoring, and inspection of schools for the education of persons with disabilities, to serve as a basis for carrying out and advancing this work, making it uniform, efficient, and effective, aiming to create conditions for persons with disabilities to receive education, providing them with opportunities to develop knowledge, abilities, and acquire vocational skills, and to participate in the country's economic and social development.
Article 2
Management of Schools for Disabled Students. The management of schools for disabled students refers to the establishment of regulations concerning the conditions for establishing such schools, the selection of enrolled students, the composition of the organization, functional positioning, and responsibilities, to ensure that management-administration, curriculum implementation, and teaching are efficient and effective.
Article 3
Definition of Terms. The terms used in this Agreement have the following meanings: 1. Disability education school refers to a venue for conducting teaching, enrolling persons with disabilities aged 6 (six) and above, including: preschool preparatory classes, primary education stage, secondary education stage, up to basic vocational training; 2. Disability education refers to providing proactive teaching assistance based on systematic support to achieve independence in life and participation in society, addressing the educational needs of each student with disabilities, enhancing their existing abilities, and providing reasonable instruction and assistance to improve or overcome difficulties in life and learning for students with disabilities; 3. Student with disabilities refers to a person with defects in physical, visual, auditory and speech, intellectual, memory, and other aspects, accompanied by obstacles hindering their full participation in daily living activities, learning, and social activities, selected and recognized by the committee; 4. Caregiver of a student with disabilities refers to any person from a family or an organization, acting as a volunteer teacher assistant to provide convenience in the classroom, such as: helping manage the behavior of students with disabilities, guiding the life and classroom learning activities of students with disabilities.
