Article 1
Purpose. This Agreement stipulates the principles, regulations, procedures, and measures for the management, monitoring, and inspection of Internet number service providers and users within the Lao People's Democratic Republic, in order to make this work efficient and effective, aiming to promote and ensure correct use in accordance with regulations.
Article 2
Internet Number. An Internet Number refers to a set of numbers, characters, or symbols used to identify the address of an electronic device in a telecommunications network and the internet, for communication purposes, to send and receive information electronically.
Article 3
Definition of terms. The terms used in this agreement have the following meanings: 1. Service provider refers to an entity that provides internet number services, primarily including telecommunications, internet, and data center service providers; 2. Service user refers to an entity that obtains internet number services; 3. Asia-Pacific Network Information Centre (APNIC) refers to the organization responsible for allocating and registering internet numbers to service providers in the Asia-Pacific region; 4. Binary number (Binary) refers to a number system with only two symbols, 0 and 1; 5. Hexadecimal number (Hexadecimal) refers to a number system with 16 symbols, namely 0 1 2 3 4 5 6 7 8 9 A B C D E F; 6. Equipment refers to computers, telephones, communication devices, broadcasting devices, televisions, networks, and other electronic devices.
