Article 1
Purpose. This Agreement stipulates the principles, systems, and measures for the management, tracking, and inspection of the use of the government communication system, in order to make this work convenient, rapid, modern, and time- and cost-saving. It aims to promote and facilitate correct use according to objectives, centralization, and the maintenance of uniformity between central and local levels, ensure the security of official data, and participate in the modernization of state administration, making it efficient and achieving higher effectiveness.
Article 2
Government Communication System. The Government Communication System, written in English as Government Chatting (G-Chat), refers to a communication system conducted in electronic form through computer programs and mobile applications, designed for the convenient use by civil servants and state employees in government work, such as sending and receiving messages, and securely communicating in text, voice, and video formats via the internet or intranet.
Article 3
Definition of terms. The meanings of the terms used in this Agreement are as follows: 1. Data Encryption refers to protecting data security by encrypting data so that it cannot be understood by ordinary persons; 2. Internet refers to the interconnection of global computer network systems via telecommunications networks to send, receive, and exchange information; 3. Intranet refers to the connection of internal network systems between ministries, ministerial-level agencies, or departments/units at the same level via telecommunications networks to send, receive, and exchange information; 4. Cloud System refers to a system that provides services through computer systems, including Database Servers, Web Servers, Mail Servers, File Servers, etc.; 5. Secure Socket Layer (SSL) refers to a system that protects the security of data sent over the Internet in accordance with international standards, ensuring the safety of data during transmission, preventing loss and interception; 6. Firewall refers to a system that monitors and inspects network systems to prevent attacks on or theft of data within the organization's network system; 7. Monitoring System refers to a program system used to monitor network systems and cloud usage; 8. Emoji refers to character sets or images expressing diverse ideas, such as electronically expressing expressions, actions, places, and various objects; 9. Application refers to an application or set of applications in a mobile phone system that provides convenience in various aspects and is designed specifically for the particular purpose of direct users.
