Articles

Article 1

Purpose. This agreement stipulates the principles, systems, and measures regarding the management, tracking, and inspection of domestic and cross-border SMS connection and service work, in order to achieve uniformity, convenience, efficiency, and high effectiveness in such work, ensure correctness, technical standards, and security, and aim to centralize communication between various telecommunications service providers via SMS connection and service at the National Internet Center, thereby contributing to the country's economic and social development.

Article 2

SMS Connection and Service. SMS connection and service refers to the sending and receiving of SMS messages on mobile phones through the SMS center system, mobile phone center system, and mobile signals of telecommunications service providers, thereby achieving centralized communication.

Article 3

Term Interpretation. The terms used in this Agreement have the following meanings: 1. Short Message Service (SMS), refers to the mutual sending of text, numeric, or symbolic information, each message containing 70 to 160 characters, sent via mobile phone, which may be transmitted in various ways, from one mobile phone to another, or between a mobile phone and an application; 2. Short Message Service Center (SMSC), refers to a component of the mobile phone network that performs the routing function of determining the path of an SMS from its origin to its destination; 3. Communication Concentration, refers to the connection of the telephone center system and SMS center system of a telecommunications service provider company with the telephone center system and SMS center system of the National Internet Center of the Ministry of Science and Technology and Communications, for the purpose of sending and receiving telephone signals and SMS messages across networks, both domestically and across borders; 4. Connection and Service Provider, refers to a legal person or organization that provides telecommunications services; 5. Service User Connected to the National Internet Center, refers to a legal person or organization licensed by the Ministry of Science and Technology and Communications to use the SMS center system of the National Internet Center for SMS connection and services; 6. Service User, refers to an individual or legal person using the SMS services of a service provider; 7. Signaling Point Code, refers to a telephone center code, or a code used to identify signal transmission and reception points at various points and the processing of SMS transmission parts; 8. Signaling System No. 7 or SS7 Connection Method, refers to a connection between various SMS center systems via mobile phone network signal codes; 9. Short Message Peer-to-Peer or SMPP Connection Method, refers to a protocol used to connect SMS messages from an application via an SMS center to a destination; 10. Sigtran over IP Connection Method, refers to a method of connecting between an SMS center and a telephone center based on telephone signal codes via internet addresses; 11. Sending or Receiving SMS via Incorrect Path (Fraud), refers to SMS signals sent or received via connection paths that are unauthorized and not subject to communication concentration; 12. SMS Signal Inspection System (SMS Firewall), refers to a system used to inspect, filter, permit, or block the entry and exit of SMS messages.
