Article 1
Purpose. This Agreement stipulates the principles, systems, and measures regarding data management and use in digital identity proofing and verification, in order to make electronic transactions requiring digital identity proofing convenient and rapid, ensuring correctness and security, aiming to promote the provision of modern and comprehensive electronic services, serving as an important infrastructure for digital transformation, and participating in work and life in new ways.
Article 2
Digital identity proofing and verification. The digital identity proofing and verification system refers to the process of identity proofing and verification of an individual's correctness, by comparing with a dataset of digital identity information recorded in electronic devices, and conducted via the internet, for example: the process of opening a bank account online via the internet, without needing to enter a bank branch, where the bank must verify the customer's identity through electronic means (electronic Know Your Customer, e-KYC).
Article 3
Terminology. The terms used in this Agreement shall have the meanings set forth below: 1. Digital ID means specific attribute information collected and recorded in digital form, which may be used to identify an individual’s identity under prescribed conditions and may be used for electronic transactions; 2. Identity Provider (IdP) means a person who creates a Digital ID to provide identity authentication and verification services; 3. Relying Party (RP) means a party that connects with an identity authentication and verification service provider to ascertain the identity of a service user, such as financial institutions, banks, and cryptocurrency trading businesses; 4. Subscriber means an individual who uses Digital ID authentication and verification services through a service provider; 5. Authoritative Source (AS) means a data source at the national level that may be referenced and relied upon for identity authentication to create a Digital ID, such as identity card data and household registration data issued by the Ministry of Public Security, and passport data issued by the Ministry of Foreign Affairs; 6. Identity Card means an official document used to verify the personal information and history of individuals aged fifteen (15) years and above; 7. Household Registration Book means an official document verifying the lawful residence and address of family members of Lao citizens, foreign residents, and stateless persons; 8. Passport means an international travel document issued by the relevant authorities of a country; 9. One Time Password (OTP) means a one-time password sent to a designated email address or telephone number.
