Articles
Article 1
Purpose. This Agreement stipulates the principles, regulations, and measures concerning the acceptance, transportation, and delivery of postal items, to ensure that services and usage are correct, complete, and compliant with regulations, aiming to promote high-quality, convenient, and fast services, protect the rights of service users, ensure the security of the postal system, serve national defense and public security work, and achieve higher efficiency.
Article 2
Collection, Transportation, and Delivery of Postal Items. The collection, transportation, and delivery of postal items refer to the workflow of receiving postal items from service users into the postal system, transporting them from the originating service counter to the destination service counter, and then carrying out delivery to ensure that the items are correctly, quickly, and safely delivered to the recipient.
Article 3
Term Interpretation. The terms used in this Agreement shall have the following meanings: 1. Postal System: refers to the operational process from the collection stage to the delivery stage to the recipient; 2. Postal Service Window: refers to the premises providing services for the collection, transportation, and delivery of postal items; 3. Collection: refers to the process of receiving postal items into the postal system at the originating service window; 4. Transportation: refers to the process of transporting postal items from the originating service window to the destination service window; 5. Delivery: refers to the process of retrieving postal items from the destination service window and delivering them to the recipient at the destination service window, mailbox, or according to the recipient's address; 6. Information Entry: refers to the process of declaring and recording the information of the sender, recipient, and postal items into the postal system on a collection form; 7. Sender Information: refers to information that can verify the true identity of the sender intending to send items into the postal system; 8. Recipient Information: refers to information that can verify the true identity of the recipient intending to retrieve postal items from the postal system; 9. Postal Item Information: refers to information indicating the specific attributes of the postal items intended to be sent into the postal system; 10. Item Code: refers to numbers, characters, or symbols affixed to postal items for tracking and verifying the correctness of the items; 11. Identification Document: refers to any document issued by an official authority, such as an identity card, household registration booklet, passport, residence certificate, and driver's license, used to present identity during the collection and delivery stages.
