Article 1
Purpose. This Agreement stipulates the principles, regulations, measures, and methods concerning the Social Relief Fund to raise and accumulate funds from individuals, legal entities, families, party and government organizations, and domestic and international organizations, in order to provide humanitarian relief assistance to disaster victims and vulnerable social groups.
Article 2
Social Relief Fund. The Social Relief Fund, abbreviated as “SRF,” is a fund established by the state, aimed at raising and accumulating funds to ensure a budget for providing humanitarian relief assistance to disaster victims and socially vulnerable groups.
Article 3
Interpretation of Terms. The terms used in this agreement have the following meanings: 1. Fund: refers to available funds obtained from donations from the State, private sector, individuals, legal entities, families, and international organizations, in accordance with regulations and on a voluntary basis; 2. Society: refers to social relationships between individuals, groups of people, communities, or organizations; 3. Relief: refers to assistance and services provided to meet the material needs of target groups; 4. Vulnerable Groups: refers to persons with disabilities (physical impairments), mentally ill individuals, orphans, children with various problems, elderly individuals living alone or homeless, impoverished people, and individuals or groups suffering from social disasters who lack access to services such as education, food, daily necessities, and shelter; 5. Various Disasters: refers to events, phenomena, and natural changes such as fires, floods, droughts, windstorms, cold spells, hailstorms, earthquakes, landslides, pest infestations destroying crops, and epidemics; 6. Emergency Relief: refers to immediate rescue and service assistance provided to target groups during disasters and to victims of social disasters; 7. Regular Relief: refers to post-disaster relief provided after obtaining accurate and truthful information from target groups; 8. Relief Supplies: refers to consumable and daily necessities, materials for building houses, and necessary livelihood tools.
