Article 1

To ensure that dispute mediation work carried out at the District, Municipality, and City (i.e., district-level) Justice Offices is efficient, effective, and uniform nationwide; 3. To enable the systematic, continuous, and sustainable organization and implementation of village-level dispute mediation work.
