Article 1

Purpose: This decision stipulates regulations, procedures, and measures for environmental management of household businesses (micro-enterprises) and small and medium-sized enterprises, so that this work is carried out correctly, transparently, and uniformly, aiming to prevent, mitigate, and resolve negative impacts on the environment, ensure reasonable compensation for losses to affected parties, enable efficient environmental management, and contribute to environmental protection and economic and social development in a green and sustainable direction.

Environmental Management of Household Businesses and Small and Medium Enterprises: Environmental management of household businesses (micro-enterprises) refers to the registration, classification, formulation of environmental problem solutions, and monitoring of household business activities (such as production, cultivation, livestock farming, and certain services that may have negative impacts on society and the natural environment), for example, discarding garbage, discharging wastewater, as well as light, odor, dust, various types of particulate matter, emitting smoke, and causing vibrations. Environmental management of small and medium enterprises refers to the registration, classification, formulation of environmental problem solutions, issuance of environmental certificates, and monitoring of relevant enterprises (including those with a scale smaller than the types of activities requiring preliminary environmental impact studies, as specified in the "Decision on the Classification List of Environmental Impact Assessments for Investment Projects and Various Activities"), for example, commodity production, trade, and certain services that may have negative impacts on society and the natural environment, such as discarding garbage, discharging wastewater, as well as light, odor, dust, various types of particulate matter, emitting smoke, causing vibrations, and hazardous chemical substances.
