Article 1

Purpose. This Decision stipulates principles, regulations, and measures concerning the management and administration of the urban area of Laman District, ensuring peace, order, and high development, guaranteeing community participation, making it clean, beautiful, green, bright, convenient, rapid, livable, and sustainable, attracting investment and tourism, and better promoting the socio-economic development of the entire province.

Article 2

Urban Management and Administration. Management refers to the formulation of regulations for individuals, legal persons, and various organizations, responsible for the use, protection, and construction development in all aspects by the Department of Public Works and Transport and the Division of Housing and Urban Planning, to achieve established standards, conditions, and plans; Urban administration refers to the process of planning, implementing, and monitoring and inspecting work within urban areas, aiming to make the urban area orderly, clean, and aesthetically pleasing.

Article 3

Definition of Terms. 1. Raman District Urban Area refers to the area designated as the scope of administrative and management regions under this decision (including several villages within the municipality and 4 suburban villages), characterized by a dense population, predominantly engaged in industry, commerce, and services, and possessing economic and social infrastructure; 2. Urban Area Management refers to the establishment of regulations for individuals, legal entities, and various organizations, and participation in the use, protection, construction, and development of all aspects within the urban area; 3. Development refers to the improvement and construction of economic and social infrastructure to promote prosperity, growth, and improvement of people's livelihoods; 4. Participation refers to the involvement of individuals, legal entities, and various organizations in urban area management and administration; 5. Urban Area Planning Map refers to the delineated scope of the urban area for management, development, orderliness, aesthetics, social security, promotion of the economy and society, environmental protection, and the restoration of places of worship and valuable items for sustainability; 6. Construction Management refers to the management of all construction activities to ensure compliance with technical standards and the established planning map; 7. Garbage refers to waste, discarded items, refuse, or materials no longer needed by humans that have lost their utility value; 8. Water Sources refer to the Sekong River, tributaries of the Sekong River, and other water sources (rivers, streams, ditches, canals, lakes, wetlands, and large ponds that are not tributaries of the Sekong River); 9. Environment refers to living and non-living things, whether natural or man-made, including the natural environment and social environment, such as humans, animals, plants, and other interrelated elements that have positive or negative impacts on the life, production, survival, and expansion of humans and nature; 10. Construction Management refers to management in accordance with the urban area development plan and urban area infrastructure, ensuring compliance with the Urban Planning Law and urban planning management regulations.
