Article 1

Purpose and Objectives. 1.1 Purpose: This Decision stipulates principles, regulations, and measures concerning the management and use of the Disaster and Social Relief Fund, aiming to raise funds from domestic and foreign individuals, legal entities, families, party and government organizations, and various international organizations, inject them into the fund, accumulate capital, and make the fund robust and sustainable, in order to provide universal relief to disaster victims, the poor, and socially vulnerable groups. 1.2 Objective: To provide universal relief to cadres, civil servants, soldiers, police officers, and people of all ethnic groups who are victims of disasters and socially disadvantaged and vulnerable, enabling them to receive effective, fair, and universal relief and services, aiming to improve their material and spiritual lives, ensure basic living conditions, and contribute to the implementation of poverty alleviation and eradication plans formulated by the government and local governments.

Article 2

Disaster Management and Social Relief Fund. The Disaster Management and Social Relief Fund refers to a fund established for the purpose of raising and accumulating capital, aimed at ensuring a budget is available to provide humanitarian disaster relief and assistance to disaster-affected and socially vulnerable subjects.

Article 3

Definition of terms. The terms used in this Decision shall have the following meanings: Fund refers to financial contributions made by the state, private entities, individuals, legal entities, households, and international organizations, voluntarily and in accordance with regulations, in the form of money or materials for a relief purpose; Management refers to the management of property, material equipment, and funds donated from domestic and foreign parties, for distribution and use according to the purpose, and the procedures related to the implementation of the Fund, in compliance with regulatory principles; Disaster refers to a serious dangerous event caused by nature or human actions, such as fire, flood, windstorm, drought, pest infestation, epidemic, cold damage, hail, landslide, earthquake, volcanic eruption, etc., causing significant harm to human health, life, property, economy, and social life in the short and long term; Relief refers to the implementation of assistance and service policies, responding materially and spiritually to disaster-affected and socially vulnerable subjects, contributed by the state, individuals, legal entities, communities, and domestic and foreign organizations, for initial recovery; Children in need of special protection refers to abandoned children, orphans, disabled children, abandoned children, children subjected to physical harm, children subjected to sexual exploitation and abuse, and child victims of human trafficking; Vulnerable persons refers to children in need of special protection, disabled persons without care, elderly persons living alone without self-help ability, or those residing in impoverished households; Emergency relief refers to the rescue of the lives and property of residents currently affected by a disaster and the provision of relief; Relief supplies refers to food rations, household items, clothing, construction materials, and livelihood tools.
